Are we living in a civilized society

I was shocked by the recent brutalized gang-rape of a girl in a bus in Delhi[rape capital of India] and it was a blot on human civilization. This time there is a proactive response than expected from all the sections and vociferously condemned the gang-rape incident. I am wondering why gang-rape incidents are recurring phenomena, in the so called modern Indian social milieu?

Is that people are not afraid of police? or low rate of conviction rate? or lack of due respect for the rule of law? According to recent reports, in cases of crime against woman, conviction rate was less than 25 percent! We used to say that, justice delayed is justice denied then are we practicing the same in the Indian democratic soil? Inordinate delays in the trial, inefficient investigation system and apathy of police personnel towards victims, etc factors are responsible for exhibiting animal male behavior.

Are our Hindi films and songs[e.g. Munni Badnam Hui Darling Tere Liye] are adding their part to portray woman as a lust, an object of violence and commodification of body of woman? etc I think, the above would act as a catalyst for erosion of social values and respect towards women. But this shouldn't be mono-causal determinism for predatory male behavior in the modern civilized society!

We often tend to ignore that, equal status and equal dignity of woman is not merely a Constitutional right but also a basic human right. Peculiar Indian scenario is that, we worship woman as a mother and discriminate as a wife. This sort of dual standards, medieval thoughts and hypocritical attitudes might ingrain patriarchal feudal values.

So called khap panchayat leaders simplistically suggested that, to prevent menace of rape, girl should marry at early ages! If that is true, then why recently, 70 year age old woman was raped in Haryana? What is the answer for custodial rapes and rapes committed by army men[north-eastern states]? Here age is not a factor, the reason is that woman is raped because simply she is woman irrespective of age, caste, race and dress.

We have come across some derogatory statements made by one of the senior IPS officer like woman attire is stimulating factor to commit sexual abuse? Is that true? If it is, then why eight men horribly gang-raped a dalit innocent, ignorant and rural woman in Haryana this year October? Whose community do not even have a voice to reveal the same incident because of fear from entrenched upper caste domination, social ostracism and social boycott from that village. So many such type of incidents are unnoticed in our daily lives.

I have come across few reports which stated that, in some societies rape is a crucial instrument of a entrenched patriarchal culture. Rape stops woman from asserting their rights to the outside world, makes them rely completely on male protectors. Thus rape is not only shatters the confidence of the victim but also makes her mentally fragile.  How to curb such type pathological incidents, which are aberrations to the modern democratic, liberal and secular society?

Some member of parliamentarians(MP's) unequivocally argued for death penalty for rapists. But is that solution to avoid committing rapes? Sometimes, It might turn negative side as well like rapist would try to kill victim and destroy the evidence. So why not to use chemical castration.[used in USA]

Why political parties at the first instance are allowing rape accused candidates contesting in elections? If lawmakers become law breakers then how to contain vicious cycle of crime nexus? Need to introspect such type of incidents across the Indian political spectrum.

We need strong, collective, vibrant and democratic women social organizations on a pan Indian basis to mobilize and educate woman, bring awareness and to check bastion of entrenched patriarchal social power in the society. I think best bet is to proactively engage with world renown feminist Eve Ensler led 'One Billion Rising'  campaign for collective social power to achieve common goals of women across the world.

A renown sociologist Talcott Parsons states that, primary socialization is one of the inevitable social intercourse to shape children attitudes and develop gender sensitive mental psyche, which comes from family and mainly from mother. Here Mother role to inculcate gender sensitiveness and respect for women,etc are playing a prominent role.

Need of the hour is woman centric policing, robust criminal justice system, establish fast track courts and use of Information Communication Technologies[GPS], etc for speedy justice delivery system to fill the sens of confidence among the world's largest vulnerable minority[i.e. women community].

Irrespective of the above, everybody will forget what is going to happen to rape victim, but she will remember for the rest of her life. It will be scar to imagine. But by providing proper social assistance, security and rehabilitation measures, etc there could be a possibility to bring back her to the main stream social context.

  2. It is tragic to see such increasing number of incidents in Delhi.But the entire blame cant be put upon the police,politicians alone.From my view the following root causes are responsible for increasing such incidents:
    Every day we read newspaper for news of movies,sports and other entertainment activities.we neglect useful news like advertisements of delhi police.Infact delhi police have speciased cells to protect women in rape crisis ,they even published rape crisis number:01123370557 to reach the spot on time.They even organize regularly programmes for women,old age and other vulnerable communities.Many civilians are unaware of these things.Instead its fashion to blame police for every rape,they are not supermen to come in need to every place.Citizens should be more aware of these to prevent such incidents or atleast to make police absolutely accountable for such incidents.You don’t need to become a civil servant to know all these news,reading news paper even 20 minutes everyday is enough.
    Incidents of molestation of women are happening not in forests or hills but in civilized areas where people are mere spectators without providing any help,this is witnessed even in Assam molestation case.In case of terrorist attacks like Mumbai civilians have no capability to face armed terrorists,but in molestation cases where accused are normal civilians without sophisticated arms who can be easily overpowered.Even if 10 civilians come forward to stop such incidents,we don’t see any rape case in india.Its our will power that can give protection to women.

    Next key aspect which responsible for such incidents are caste which is identified with male only.If men marry any caste women its acceptable but if women does the same then we see honour killings.caste plays such a great role even in modernized society because we vote for our caste person irrespective of his qualities,we watch our caste hero movies preferably,….etc.This is not the case with only illerate people but even highly educated people and unfortunately with civil servants also.We alone can change this caste system.

    Our political leaders are now playing vote bank politics.They are not willing to lose votes by bringing new changes in the society.All the evils like caste panchayats are patronized by politicians for votes.They are no more leaders who can bring social changes now ,they are managers,just managing social system leaving everything to peoples fate.Again in our democracy we are electing these politicians though by first-past-the post system.

    So Citizen empowerment is one powerful weapon which can cure all such evils in Democratic setup,then women status will get upgraded and even men fear of assaulting women in any case.Without this empowerment such incidents cant be prevented even with one police per women or with any sophisticated technology. Before 1947 , we have 4% literacy,so we are led by leaders like Gandhi.Now we have 74% literacy,so no need of any leader everyone of us can lead to bring change in the system.

  3. Every one wants our politicians,police,technology should be like that of US or other western countries,but Are we really like empowered citizen of US??? We are busy with our daily activities neglecting even our neighbours.In US citizens wont hesitate to call police if anything suspicious that they feel.They have high literacy,even service sector is dominated by women,farming is left to men and women are migrated to urban areas for work.So before comparing with any country we should compare every aspect,women status is linked to social,economic,cultural conditions not with police,politicians alone.

    Its very unfortunate that these incidents are happening more frequently these days.

    I think there are some important things to consider to curb these incidents. The system works effectively when these important things works as a whole.

    1) Citizen empowerment ( as gowry mentioned in his comment)
    2) Enforcing Laws
    3) Media

    Enforcing Laws: the judicial system will have to ensure the culprits cannot escape. The judgements should be wise as hanging, or encountering are not always the right solutions. They should inculcate moral values in the people. those kind of judgements always empower citizens.


    Media : I think Media is responsible for bringing news complete. I think some media channels tend to show only the unfortunate incidents on the first day or second of those, but doesn't care what happens after that. sometimes it fails in carrying out the conclusion to the people. Instead, they should start reporting the conclusion in a breaking news manner. Media plays a bigger role in empowering citizens.

    As i thinkcitizen empowerment through other ways like counseling, discussions might take years, enforcing strict but wise laws can have an immediate effect.

  5. Our countrys judicial system works on the principle -any number of criminals can be escaped from judiciary but not even a single innocent person should be punished. Castration or even amputation if taken as punishment,then it cant be reverted or infact such punishments are given under Taliban law not in democratic setup.Justice delay is justice denial but Justice hurried is justice buried ,a problem which is faced by people of china.In every case of serious offences against women,special sessions court is there to deal.The number of judges in india is 12 judges per million people in India as against 150 in US but there are 987cases per judge in India against 3235 in the USA.Therefore problem is with efficiency of judges not with man power.Even law practice is one of the non-lucrative jobs on an average now-a-days.We can witness this if we once visit our courts. Again to improve efficiency of our judges and lawyers government has to spend crores of rupees on law institutions,increase number of public prosecutors,their salaries,new trainers should be invited from foreign countries to train the lawyers on forensic laws(useful in sexual assault cases especially)…..etc.This expenditure is inadditin to the money now spending on courts,lok adalats,tribunals there in every administrative system like railways,securities,income tax,…etc,gram nyayalayas.
    India has nearly 130 police per 1 lakh population.This is more than that of china.This is civilian police.One of the severe criticism of police administration is it is overpopulated,a condition of disguised unemployment is there,and so low salaries at lower levels,and this is one of the reason for high corruption among police.To improve the police personnel and their efficieny government has to spend again crores of rupees and this is not possible for state government as its resources are limited.

    Important thing is judiciary and police are non-productive in nature unlike railways or power.we can spend more money on judiciary and police but at the cost of soci-economic growth.Then by spending on such unproductive things India can become like Pakistan where there is high spending on defence than on public welfare,in india government is spending 3 lakh crores on subsides alone.We can expect judgement to be wise and police to be intelligent whenever we see such incidents of assaults,but that can't be achieved within a day,its closey linked with social,economic and cultural conditions.Any solution to a problem should be sustainable not instinctive ,which can't be achieved in a day and only with judiciary or police ,so it takes years or even decades.Assault on women not new today,it has been taking place since ancient time and even since independence.If citizen empowerment had taken place atleast 5 decades after 1947 we might have prevented such incidents by now.If we want instinctive wise judgements then we can hire foreign judges and get the good judgement within month,but that is not sustainable(a long term solution).

    1. Chemical castration is a process that reduces libido by administering drugs and more over it's harmone therapy. It's been following in the democratic nations like USA, Europe(where capital punishment banned), Australia, New Zealand and South Korea, etc. There is already debates and discussions on the same, in India.

Coming to media, ideally speaking, yes media plays bigger role in empowering citizens.But after all mass media like television,radio,news paper are working on commercial lines.They work only on TRP(television rating points) based on which they get advertisements from corporates.If no person watches any TV channel, then it has to shut the channel in days because it wont get government funding like that of Door Darshan which telecasts very good programs and socially relevant.Now how many of us are watching Doorshan or Loksabha channels from where we can familiarize with number of social and economic problems.So TV channels are established by corporate not to incur losses,so practically speaking whichever programme more number of people watch they will telecast that.So we can't blame media alone for our own habbits.Even social networking sites we use only for entertainment purposes but not for any discussion on social issues we discuss them only when incidents like these will happen.Even any discussion on a movie star is actively participated by everyone but on any social issue .we actively share any audio release or dance video of our favorite star,but has anyone shared the new development programmes or direct cash transfer program which affects millions of population.We always looks for curative steps but not for preventive steps which are not achieved instinctively,they are long term and can be intiated by citizens only.Iam giving this much importance to citizens because ours is Democratic country unlike china where administratin holds responsible for every thing.
